REGULATION ON APPLICATION-RESEARCH (APPL-RES) CENTERS [1]

DEFINITION

Policy 1: Application-Research Centers are scientific and technological research, application, and educational units affiliated with the Presidency or Faculties.

SCOPE OF WORK

Policy 2: The scope of work of the Application-Research Center is determined by the scientific and technological subjects specified in its establishment objectives.

Policy 3: In matters falling within the scope of work of the Application-Research Center, especially national issues, it is obliged to:

a) Conduct research, investigation, and development, and participate in these activities,
b) Collaborate with national and international organizations,
c) Organize courses, seminars, conferences, congresses, etc.,
d) Conduct research, investigations, laboratory experiments, expert opinions, etc., related to public and private enterprises' issues, provide scientific reports, conduct technical studies such as projects, and prepare and provide documents,
e) Carry out all kinds of internal and external correspondence within the general procedures for the execution of scientific and technical activities, and participate in publications such as reports, bulletins, projects, books, journals, etc., explaining scientific and technical data,
f) Carry out other tasks assigned by the Rector or Authorized Boards.

ESTABLISHMENT AND MANAGEMENT

Policy 4: Application-Research Centers are established by the decision of the Council of Higher Education upon the proposal of the Rectorate for centers affiliated with the Rectorate and upon the proposal of the Faculty Board for centers affiliated with the Faculties, and with the approval of the Senate.

The Application-Research Center consists of the following bodies:

a) Center Board,
b) Advisory Board,
c) Management Board,
d) Director.

CENTER BOARD

Policy 5: The "(APPL-RES)" Center Board consists of five faculty members selected by the Senate from the relevant main branches of science designated by the Senate for a term of three years and at least four faculty members assigned by the Rector.

RESPONSIBILITIES OF THE CENTER BOARD

Policy 6: The duties of the center board are to approve and evaluate the annual work activities prepared by the Center Director and deemed appropriate by the Management Board, and to make recommendations on new research topics for the next working year.

ADVISORY BOARD

Policy 7: The Advisory Board consists of representatives from within and outside ITU, recommended by the Center Management Board and approved by the Rectorate, representing public and private organizations related to the subject matter. The Advisory Board meets at least once every two years to discuss and express opinions on issues within the center's scope of work and provide recommendations on new research topics.

MANAGEMENT BOARD

Policy 8: The Center's Management Board consists of the director, deputy director, and three faculty members elected for a term of three years from among the members of the center board appointed by the Senate.

Members whose terms expire may be re-elected. In case of resignation before the term expires or if they are assigned duties outside the university for more than three months, new members are elected to fulfill the remaining term.

RESPONSIBILITIES OF THE MANAGEMENT BOARD

Policy 9: The Management Board, chaired by the director, meets at least once a month to make decisions on the center's activities and management matters. It reviews the proposals prepared by the director regarding the determination and appointment of technical and administrative staff of the center, and submits them to the competent authority for appointment.

It assists the director in preparing the annual activity report at the end of each activity year and jointly prepares the work program for the following year, which is then submitted to the Center Board for approval. The activity report and work program approved by the Center Board aresubmitted to the Faculty Board for centers affiliated with the faculties and to the Senate for centers affiliated with the Rectorate.

The distribution of all kinds of works and fees received in accordance with the Regulation on Revolving Funds for Application-Research Centers is carried out according to the decision of the Management Board.

DIRECTOR

Policy 10: The director is appointed by the Rector upon the recommendation of the Faculty Dean (automatically for centers affiliated with the Rectorate) from among the full-time faculty members of the University for a period of three years.

The director whose term expires may be reappointed in the same manner. The same procedure applies to their removal from office.

The director may select one of the members of the Center Board as "Deputy Director" to assist him/her in the work. The deputy director can fulfill the tasks assigned by the director related to the Center and participate in committees.

If deemed appropriate by the Rector, the director may be given the authority to allocate funds for expenses related to the Center.

DUTIES OF THE DIRECTOR

Policy 11: The director is the representative of the Application-Research Center. The director is responsible for ensuring the regular operation of the Research Center, its units, laboratories, and personnel. The director implements the decisions of the Management Board. The minutes of the Management Board meetings are open to inspection by the members of the Management Board at any time.

At the end of each year, the director prepares the activities of the Center, the activity report, and the program for the following year, and submits them to the Management Board for approval.

Policy 12: In case of short-term absences, the director appoints a deputy. The deputy cannot serve for more than three months. If the deputy's term exceeds three months or if the director resigns or leaves office for any reason before the end of the term, a new director is appointed in accordance with Article 10 to fulfill the remaining term.

UNITS OF THE CENTER

Policy 13: The working and application units to be established in APPL-RES centers, as well as the laboratories, workshops, and similar subunits to be assigned to their work, are determined by the Rector upon the recommendation of the Director and with the favorable opinion of the University Management Board. The assignment of faculty and research staff to work in units is made by the Rector upon the recommendation of the Director and with the favorable opinion of the University Management Board. The Director preferably recommends to the Rector that one of these staff, preferably a laboratory group leader, be appointed as the "unit manager". Unit managers are responsible for planned and approved unit activities to the Director and the Management Board to which they are affiliated.

FINANCIAL PROVISIONS

Policy 14: The income sources of the Application-Research Center are as follows:

a) Allocation from the Faculty (or Rectorate) budget,
b) Fees collected in accordance with the principles of ITU Revolving Funds,
c) Income from courses, seminars, etc., and publication revenues,
d) All kinds of aid, donations, and bequests.

The expenses of the Application-Research Center are as follows:

a) Publication expenses,
b) Membership fees paid to National and International Organizations,
c) Expenses for scientific meetings and research,
d) Expenses related to works carried out in accordance with the Revolving Fund Regulation,
e) Postage, telephone, etc., expenses,
f) Awards given to successful students or individuals in subjects related to the Center's area of interest,
g) Other expenses.

Policy 15: The budget proposal of the Application-Research Center is prepared by the Management Board and submitted for approval by the competent authority.

Policy 16: The coordination of common topics and studies between Application-Research Centers is regulated by the Rectorate.

TRANSITIONAL PROVISION: All regulations related to Research Centers, Institutions, and Institutes established in accordance with Law No. 1750 on the date this regulation enters into force are abolished. Those units that were previously established under the name of research center or institution and have been converted into Application-Research Centers after the enactment of Law No. 2547, and those units that were previously established under the name of research center or institution and are deemed appropriate by the Senate for the continuation of their activities, shall adjust their status to comply with the provisions of this regulation within two months from the date of publication of this regulation.

EFFECTIVE DATE

Policy 17: This regulation enters into force after its publication in the Official Gazette.
